Meeting 15th January 2013

DINEDOR PARISH COUNCIL Held on Tuesday 15th January 2013 at 7.30pm In Dinedor Village Hall

In attendance: Kath Greenow Parish Clerk. Cllr Sinclair Knipe Andrew Leitch
consultant re: EZ- Heritage centre project and 8 parishioners

1. Apologies accepted from:, C.SO. Fiona Witcher

2. Declarations of interest and dispensation request: PG declared pecuniary
interest on agenda item 11 Finance – clerk’s reimbursements and agenda item 17
Clerks employment. He left the room along with the clerk when the employment
matter was discussed.
RESOLVED: To grant dispensation to all Parish Councillors living in the parish to
enable them to discuss and set the annual precept for 2013/14

3. RESOLVED: To agree and sign minutes of last meeting 20/11/2012

4. Ward Councillor Report: Cllr Sinclair Knipe reported on Root and Branch review
& consultation, council tax benefits and the changes. Council tax proposed increase
of 1.9% for 2013/14.Sink Green road issues – SKP has meet with Ruth Kinsella of
Amey and a member from local police with regard to unresolved issues highlighted
by DG concerning road safety at this location

5. Public forum No maters raised

6 Presentation by Andrew Leitch on proposals for Heritage Centre in part of EZ
AL explained the process of evaluating the heritage assets on Rotherwas with the
potential to seek grant funding from the heritage lottery. He explained that the
munitions factory story and other heritage info and interest need to be persevered.
The heritage building would consist of a heritage element as well as having meeting
rooms, big enough to hold conference events and catering facilities in the form of a
café. Local schools would also be encouraged to use the heritage centre as well as
the wider community. AL outlined that they were looking to involve Dinedor
Heritage Group as part of the project AL was happy to come and give an update on
the proposed project to the PC as and when appropriate.

7. EZ Stakeholder group meeting report
DG- Reported that the stakeholder group had no real concerns with regard to the
planning application relating to the propoesed new archive building in the EZ.
New chair appointed to EZ stakeholder group –Bill Jackson
A link with the footpaths from Dinedor and lower Bullingham was being explored DG
as footpaths officer for Dinedor would be involved as part of this initiative.

8. Clerks Report: Pot holes in the parish have not been attended to despite these
being reported to Amey as far back as August 2012.Clerk had contacted Amey again
to request a date as to when these would be repaired but due to the lack of funding
no date could be given as to when the pot holes would be attended too.

9. RESOLVED: Dates for Parish Council meetings 2013/14 as : The 3
rd Tuesday every
other month, these being : 21st May , 16th July, 17th September 19th November 21st
Jan 2014 and 18th March 2014

Hedge cutting back near Barrys cross cottage at the end of Dinedor road leading onto Holme Lacy road.

Clerks reimbursement for postage £6.90
11.3 RESOLVED precept for 2013/14 set at £5800.00

All correspondence received since the last meeting has been sent to Cllr in their
